Description

Dún Laoghaire-Rathdown Sports Partnership would like to invite applications from sports clubs and organisations under its Club Participation Grant Scheme 2020. The purpose of this grant scheme is to provide assistance to sports clubs/organisations based in Dún Laoghaire-Rathdown to develop or expand targeted participation initiatives and the provision of training for volunteers/coaches.

Funding for this grants scheme is provided through Sport Ireland and is intended to support those clubs not already in receipt of significant core and/or additional funding.

This Club Participation Grants scheme aims to support sports clubs, coaches and volunteers to develop greater participation among target groups as reflected in Dún Laoghaire-Rathdown Sports Partnership’s Strategic Plan 2018-2022. As such, for the 2020 grants scheme applications are invited for initiatives that will increase participation in sport and physical activity among girls/women and people with disabilities, especially within an area of disadvantage.

Categories of Grant Assistance
Under this scheme, grant assistance is provided under one or more of the three categories listed below. Clubs can apply under more than one category, but a separate form needs to be completed for each category.

1. Women in Sport Participation Initiatives & Programmes: 
These projects should focus on attracting new female members/participants and encourage their ongoing participation. Projects must demonstrate potential long-term sustainability and how they relate to the provision of sport or physical activity opportunities among girls and women.

2. Disability Inclusion Participation Initiatives & Programmes: 
These projects should focus on attracting new members/participants among children and adults with a disability and encourage their ongoing participation. Projects must demonstrate potential long-term sustainability and how they relate to the provision of sport or physical activity opportunities for people with a disability.

3. Volunteer Training & Development:
Applications under this category aim to provide relevant and accredited training courses for volunteers and coaches within the club/organisation. This training should seek to develop inclusive opportunities and structures in clubs/organisations providing sport and physically activity for all. 

Due to the limited funding available, applicants are advised that grants awarded under this scheme will be made through a competitive selection process and the maximum overall grant available to one club is €2,500. Please note that applications that can show other monetary or benefit in kind support for the proposed project, will be given additional weighting on review.

After the closing date for applications has passed, a representative Sub-Group of the Board of the Dún Laoghaire-Rathdown Sports Partnership will meet to assess the applications received according to the criteria set out below. In addition members of this committee may require to contact your club to assist in their decision making process. Their decision shall be final and there will be no appeals process. 75% of the awarded grant will be issued on receipt of confirmation letter with the final 25% issued on return of all required reports and proof of expenditure.

Note:
  • Applicants should note that successful clubs/organisations must comply with any reasonable request regarding publicity from Dun Laoghaire Rathdown Sports Partnership.
  • Clubs applying for a grant must provide written confirmation of registration with their NGB and minutes of the most recent AGM.
  • Any club funded under this scheme will be required to submit an evaluation report to Dun Laoghaire Rathdown Sports Partnership and supply documentary evidence of how the funds were spent by the set date.
  • Any allocated funding that has not been spent within the allotted time-frame must be returned to Dun Laoghaire Rathdown Sports Partnership.
  • As the funding for this grants scheme is sourced through public sources, double funding for projects will not be permitted.
  • Successful Applicants will be asked to provide copies of appropriate receipts and confirmation of course attendance where applicable. 
  • All personal information supplied will be held by DLR Sports Partnership, and will remain secure and confidential. Your details will only be used by DLR Sports Partnership for the purpose of record keeping and to inform you of relevant opportunities that may be of interest to you and will not be passed on to any third parties.
  • Closing Date for receipt of applications is Friday the 23rd October 2020.  

*The Board of Dún Laoghaire-Rathdown Sports Partnership reserves the right to amend the criteria of this grants scheme.

Eligibility

Who is eligible to apply?
To be eligible organisations/clubs must:
  • Be located and have their main base within the county boundary of Dún Laoghaire-Rathdown.
  • Operate on a “Not for Profit” basis and is open to public membership.
  • Be affiliated to a Sport Ireland recognised National Governing Body (proof to be provided) or disability organisation. Schools can make joint applications with their local sport club/organisation.
  • Have a primary objective of sport or physical activity.
  • Have policies and practises that encourage inclusive participation regardless of gender, age, race or ability.
  • Have a club bank account, constitution and effective committee in place.
  • Operate under the basis of best practice for children in sport – members of the club must have previously attended Safeguarding training, have a designated Children’s Officer and Child Protection Policy in place.
  • Be registered with Dun Laoghaire Rathdown Public Participation Network (Call 01-7060109).

Who is ineligible to apply?
Individuals and the following organisations are not eligible to apply:
  • National Governing Bodies of sport
  • For profit groups / commercial organisations
  • Those without a club/organisation bank account
  • Political organisations
  • Individuals

Projects & Costs that will be Considered:
  • Introduction of new sports projects/initiatives for target groups noted above where opportunities do not already exist
  • Non-personal equipment and specific resource hire which support the above.
  • Set up costs for the initiative e.g. bibs, cones, training equipment, first aid kit etc. to increase participant numbers of an existing or new branch of the club targeting females and people with a disability.
  • Fees for volunteer/coaching/referee courses accredited by Sport Ireland or a National Governing Body of Sport to support the proposed participation initiative.

Ineligible Costs:
  • Annual operation costs such as insurance, registration, affiliation fees, travel or accommodation.
  • Pre-existing programme costs.
  • Duplication of existing provision or services.
  • Capital projects - any building, development or refurbishment of facilities.
  • Sport related training courses delivered by bodies not recognised under the National Governing Body or Coaching Ireland.


Outline Criteria to be Employed in Assessing Applications:

1.  Will the programmes/activities proposed for funding increase levels and frequency of participation in sport among set target groups in the local area?
2.  Are there other sources of funding available to the club for the project?
3.  Will the project have long-term impacts and be fully inclusive?
4.  Is the club based in or cater for an area of disadvantage?
5.  Quality of application, number of beneficiaries, clear costings, and timescales for delivery.
6.  Will the project target or assist those with a disability to be integrated into the club?
