Town and Village Renewal Scheme 2022
The Minister for Rural and Community Development, Heather Humphreys TD, has recently announced the Town and Village Renewal Scheme (TVRS) 2022 to support small to medium capital projects which enhance the environment of town or village centres.
The programme is funded under Project Ireland 2040 as part of “Our Rural Future–Ireland’s Rural Development Policy 2021-2025“
Following the launch of Our Rural Future, and the subsequent Town Centre First Policy, Town and Village Renewal Scheme objectives are being refocused to align with commitments within these Policies. The 2022 Scheme will prioritise tackling vacancy and dereliction in towns and villages. Other projects which will be welcomed include regeneration projects that support active and vibrant town or village centres, remote working, upgrading shopfronts and street facades, and green spaces and parks, etc.
Main Town and Village Renewal Measure:
Under the main Town and Village Renewal Measure the number of applications permitted are 6:
5 applications of between €20,000 and €250,000
1 application of between €20,000 and €500,000
Additional streams of funding under the 2022 Scheme include:
Marketing campaign measure:
A new Marketing Scheme Measure is being introduced, on a trial basis, to fund marketing campaigns targeted at attracting remote workers and mobile talent to individual counties, in line with the commitments under Our Rural Future. Each local authority will be permitted to submit 1 application for funding of up to €50,000
Project Development Measure:
The Project Development Measure was introduced on a trial basis last year. This year Local Authorities can submit up to 2 applications up to €50,000 each.
Categories of Towns:
The 2022 scheme will be targeted at two categories of Towns/Villages as follows:
Category 1: Towns and villages with a population of up to 5,000 people.
Category 2: Towns with a population of 5,001 to 10,000 people.
Larger towns with a population of up to 15,000 people may be eligible where the application is of a high quality and outlines a strong need for the investment, good value for money and positive outcomes that will have a substantial impact on the town.
The primary focus of the scheme will be on villages and towns with a population of up to 5,000 (Category 1). These towns/villages will receive at least 60% of funding available.
The scheme is administered by the local authorities, who are required to work closely with local communities and local businesses to develop and implement proposals that can make a lasting impact in revitalising rural towns and villages across the country.
Expressions of interest are invited in respect of rural towns and villages in the County such as the villages of Kilternan, Glencullen and Stepaside
The closing dates for receipt of completed expressions of interest is Friday 24th June 2022
Following receipt of Expressions of Interest from interested local groups that meet the criteria, applications will be submitted to the DRCD for approval.
The closing date for the submission of applications by DLRCC to the DRCD is Friday 22nd July 2022.
