Invitation:
Under the Per Cent for Art Scheme, dlr County Council’s Arts Office in collaboration with dlr County Council Parks Department will commission new work through open call in line with
dlr Public Art Policy 2018-2025.
The brief invites proposals from artists or arts groups working in the medium of visual art, mural art, street or graffiti art, exterior wall painting, design, collaborative or community engaged practice; to consider the development of an outdoor temporary artistic intervention – painting the wall of the handball court in Rockfield park.
CLICK HERE to see a photograph of the handball court. This wall is the canvas upon which an artist is being invited to paint. The commissioned work will have a dual role – to bring colour and wonder to the park’s visitors and to bring a new experience of play for handball enthusiasts.
This commission is aimed at enhancing the public’s daily experience of the park. Key themes for consideration by artists or arts groups include: sustainability, alternative travel, healthy lifestyle, nature, community and inclusivity.
It is an opportunity that is open to artists/arts groups who are working with exterior wall painting of some form as their primary medium and it also open to visual artists working in a gallery/exhibition context who may wish to collaborate with an appropriate technician to realise a temporary painting on a large outdoor scale.
Technical Specifications:
It is a large-scale wall – 6.85 metres high x 7.9 metres wide – that will require strong technical expertise from an artist/arts group to complete full coverage. All of the public-facing elements of the wall, visible in this photograph, should be included (more detailed dimensions of side walls can be discussed at the site visit as necessary). The artist or arts group will be responsible for preparing and priming the wall in advance and if considered necessary (following consultation with the commissioner) covering the artwork with transparent anti-graffiti coating post-completion.
A lift licence is mandatory for artists, arts groups or subcontractors responsible for operating machinery – to enable painting the full scale of the wall.
While it has been agreed by dlr that official handball wall-markings will not be necessary on the wall itself, the ground-markings in front of it will be painted white in thermoplastic paint by dlr Parks department in advance of the commission project commencing on site.
Artforms:
The artform considered most suitable for this commission is visual art, mural art, street or graffiti art, exterior wall painting, design, collaborative or community engaged practice.
While the work being commissioned is considered temporary in nature, the paint materials used must be durable, weather resistant and suitable for exterior use.
Maintenance:
Handover maintenance advice – for example, the type of paint and colours used and instructions for reapplication, anti-graffiti coating if considered necessary and recommendations for cleaning as appropriate – will be requested by the commissioner from the artist or arts group, for any essential restoration in the short- term.
Context – About Rockfield Park:
Rockfield park is a large open space with a good range of sports facilities. It is a central location in Blackrock within walking distance of a wide catchment population. It has an open and sunny aspect and forms a key link on the County Cycle Network and Urban Greenway Network. The park is well located at the heart of established residential areas to the south of the Frascati Road corridor and consists primarily of large expanses of green open space, much of which is laid out as playing pitches. At the northern end of the Park new changing facilities have recently been constructed adjacent to the long-established tennis courts. There are a number of pedestrian access points to the Park – including from the rear of the Guardian Angels Church complex on Newtownpark Avenue and from Castle Byrne Park, Avondale Court, Brookfield Court and Temple Hill.
The park has benefitted from recent civil engineering and landscape upgrades which have improved accessibility for all through widened shared surface paths to accommodate cyclists and pedestrians, improved surfaces and entrances, seating and tree planting. Improved linkages to local schools have created safe routes for children to cycle to school and form part of the dlr Active Travel Park to Park scheme.
Some of the park users and existing communities include: families, dogwalkers, people of all ages and sports enthusiasts, there is also a ‘men’s shed’ on site. A path network has been designed to be universally accessible, with seating and resting areas located throughout the park to linger and enjoy nature.

Site Visit:
A site visit to the handball court has been arranged for: Wednesday 7th September at 2pm. This is an opportunity to visit the site, meet with dlr representatives and discuss any questions that may arise in response to the brief.

Finance:
The value of this commission is €10,000. This amount is fully inclusive of all costs to cover fees to the artist or arts group, team members, subcontractors, consultancy fees, machine/life hire, lift licence, any necessary preparation work (cleaning/priming the wall), research, production, transportation, rental of equipment/personal equipment, insurance, realisation, installation, documentation, contingency and VAT.
Selection Process:
This is a one-stage open competition in accordance with dlr Public Art Policy 2018-2025. Following a thorough review by a Selection Panel of the proposals received, one artist will be selected moving forward to fully realise their project.
Selection Panel:
The Selection Panel appointed by the Council’s Public Art Steering Group will comprise dlr representatives including: a member of the Public Art Steering Group, a Parks department representative and an external independent arts adviser (with technical expertise and experience working with the artform required in this brief). The Panel will be Chaired by the dlr public art coordinator.
Artists or arts groups may be invited to present their proposal to the Panel before the final selection is made.
In the rare case that none of the submissions fulfil the criteria set out in the briefing document, the Panel reserves the right to assess other commissioning options in line with the National Guidelines on Public Art.
Timeframe:
Briefing Document Issued – Wednesday 24th August 2022
Site Visit – Wednesday 7th September 2022 at 2pm
Submission of proposals – Monday 26th September by 3pm
Meeting of Selection Panel – end September 2022
Commission Awarded – early October 2022

Additional notes re. Timeframe:
It is estimated that the commission project will take two weeks to complete from commencement on site.
dlr County Council recognises that the timeframe for this project is relatively short in comparison with standard commissioning practice. The reason for the proposed timeframe in this brief is to take advantage of weather and daylight conditions for outdoor painting, before the winter period begins. However, while this timeframe is desired, if it is not feasible, we would appreciate feedback in your submission and a proposal for an alternative installation date no later than March 2023.
Submission Requirements - one stage competition:
Submissions must contain:
- Statement outlining your artistic practice and your proposal for this brief - this can be submitted in a written document or recorded on video or audio.
- Supporting material to illustrate the concept of your proposal - this may include digital representations, drawings, photography, images or any other information considered appropriate by the artist or arts group.
- Budget breakdown, supported by quotes.
- Work programme and timeframe for installation.
- CV/s (for all team members), the names of two project referees and three examples of previous work related to your proposal.

Please note, as it is intended to select a proposal directly from the open call process, a submission fee is not being offered at this stage. In the event of any necessary shortlisting involving a request for further development of your proposal, a submission fee will be considered.

- Quality and originality of artistic ideas. (25%)
- Process and feasibility of the proposal. (25%)
- Track record of the artist or arts group/team. (25%)
Terms and Conditions:
- Artists/arts groups are responsible for the cost of developing proposals for this one-stage commission opportunity.
- The Selection Panel has the right to clarify any questions which may arise during the course of the selection process with the artist/arts group.
- The successful artist/arts group will be issued with a contract by dlr County Council Arts Office.
- The appointed artist/arts group (and any team members) will be required to have appropriate insurances in place. Standard insurances required:
- Public Liability Insurance cover of €6.5 million with an indemnity to principal extension.
- Employers Liability Cover of €13 million with an indemnity to principal extension (where employees are engaged to work on the Commission).
- DLR will not insure equipment belonging to the artist/arts group or their associates or subcontractors.
- The artwork commissioned must comply with Health and Safety standards. A risk assessment and method statement will be required from the artist/arts group before installation of the commissioned art project.
- The appointed artist/arts groups may be required to supply a current Tax Clearance Certificate or Tax Clearance Access Number prior to the signing of the contract, which must be valid for the duration of the commission.
- Applicants should note that all commissions awarded are VAT inclusive.
- GDPR - All information provided for this application will be held in line with this Local Authorities Protection Policy and will remain in the sole ownership of Dún Laoghaire-Rathdown County Council Arts Office. Information supplied in the application will only be used by dlr Arts Office and the Selection Panel for the purposes of administering and managing this opportunity. By applying, the applicant agrees to allow the Arts Office to share the application with the Selection Panel for the sole purpose of selecting the commission recipients. - Garda Vetting - Garda Clearance may be a requirement for these commissions. It is a legal requirement that all persons working with children, young people and vulnerable people are subject to Garda Vetting. In accordance with national child protection policy, Children First National Guidelines for the Protection and Welfare of Children, awarded recipients working with children must have a child protection policy, proper procedures and a child safeguarding statement in place.
