About this opportunity
In 2023/24 Dún Laoghaire-Rathdown County Council Arts Office will fund two artists with the time, resources, and support to develop their skills to work with people who live, visit or work in our County. We want artists to use this opportunity to explore and develop their skills in working with people to create art.
Supporting artists to develop their work with communities of place or interest is the focus of this opportunity. What we mean by community of place is a group based in a geographical area, for example a Tidy Towns Group or a Men's Shed. What we mean by community of interest is a group of people that share an interest together, like a hobby, for example to birdwatch or garden.
This opportunity will focus on your artistic development. It aims to allow you the time and resources to test out and develop your methods of working with a community to create art. We are less concerned with a final product, for example a performance, exhibition, or a song. This may be part of the outcome from this opportunity, but it is not the main objective.
These opportunities are funded by the Arts Council and supported by Dún Laoghaire-Rathdown County Council.
What do I get if I am successful?
€10,000 is the maximum award for each artist. We intend to support two artists in 2023/24.
This will cover your time and the resources you need to develop your work. We expect these two opportunities to be awarded in October 2023 and to finish before the end of May 2024.
What does the €10,000 cover?
- Time to research and think about your work.
- Time to develop an idea with a community of interest or place.
- Time to develop your technical skills to assist with your work.
- Time to think critically about your practice.
- Time and cost of fees to work with a mentor or partner to develop your practice.
- Materials and other costs that relate to working with a community. (For example, the cost of cups of tea and biscuits).
- Fees for professionals that you may need to work with. For example, a photographer, other artists, experts in other areas that you may need to work with.
Support from dlr Arts Office.
- We will offer support to the successful artists. This opportunity is for professional artists with socially engaged/collaborative practices. We assume that you are experienced in working with communities. We expect the administrative support you need will be limited. If you feel you would benefit from working with a mentor, please apply for this support in your application.
- It will help us if you could identify how we can help in your application. You may need help to identify community groups or individuals that can help with your practice. You may be unfamiliar with Dún Laoghaire-Rathdown County and need help to identify supports and potential partners.
What do we expect from the successful artists?
- We expect the successful artists to work with people in communities in our County. This may involve exploring ways to work together. We do not expect an outcome for this opportunity, but you must tell us ways that you intend to engage with a community of place or interest.
- To keep the Arts Office informed about how you are getting on and to be honest about the challenges that you may come across.
- To meet with the Arts Office and the other artist from time to time and to act as informal support for each other.
- To share your experience in the future with other artists. This may be as part of a talk, presentation, or other sharing event. We will pay an additional fee for any sharing event.

What do I need to apply?
· C.V. Please outline your experience in socially engaged/collaborative arts.
· A one-page statement or five-minute video that tells us about your plans for this opportunity. We want to hear what this opportunity means to you. Do you need support from a mentor, or professionals in other sectors, if so please tell us. We want to hear your thoughts as to what the community you would like to work with may experience. We would like to get a sense of why people might like to get involved and make art with you.
· A budget. Please include a budget that breaks down what you will pay yourself. Please also include fees for other professionals that you may wish to work with and the costs of any resources that you may need (for example cost of materials, equipment hire, refreshments and travel for people that you would like to create art with).
· Examples of previous work. We would like to understand what and who you have worked with in the past. You can help us by adding photographs, audio files, written texts or other examples that help us get a sense of your work as a socially engaged/collaborative artist.
· Letter/s of support from any partners that you have identified in your application. For example, a community group, a mentor, another artist, or other professionals. If you do not submit a letter/s of support, please tell us why and what supports you will need from us if your application is successful.
We cannot accept late applications or applications that do not have everything we have asked for.
How will we select the two successful artists?
We will use these criteria and marking:
- Demonstrated experience of working collaboratively with people through your arts practice. 70/100
(This is marked by assessing your C.V., budget, and examples of previous work).
- Your approach to, and understanding of, this opportunity. 30/100
(This assessment will be based on the one-page or five-minute video statement.)

Closing Date: Monday 18 September at 1pm
Successful artists will be notified by Monday 16 October.
The funding is to be used by the end of May 2024

Who can apply?
- Professional artists who describe themselves as socially engaged/ collaborative artists. Socially engaged/collaborative artists are artists who work with people to create art. They involve communities in debate, collaboration, and/or social interaction to create art over extended periods of time.
- We welcome artists who represent the diversity of Irish society. We encourage applications from all areas of the community regardless of your gender, sexual orientation, civil or family status, religion, age, disability, race or membership of the Traveller Community, or socio-economic background.
Who cannot apply?
- Artists who do not describe themselves as socially engaged or collaborative.
- Artists who wish to work with communities outside of Dún Laoghaire-Rathdown County.
Freedom of Information
The Freedom of Information Act 2014 applies to Dún Laoghaire-Rathdown County Council. This Act gives people the right to request information held by public authorities and the right to have personal information held about them corrected or updated where the information is incomplete, incorrect, or misleading.
If you feel that any of the information you submit as part of your application is confidential or sensitive, you should let DLR Arts Office know. You must clearly state why you think the information is confidential or commercially sensitive, and why it should not be released as part of a request for information under the Freedom of Information Act 2014.
General Data Protection Regulation (GDPR)
Data protection laws mean that your personal data should only be stored where there is a lawful basis, such as your consent, or where there is a legal obligation. Any information you provide for this application will be held for one year from the date you submit it and will only remain in the ownership of Dún Laoghaire-Rathdown County Council Arts Office. We will only use the information you give in your application to administer and manage the Visual Art Commission, and selection process (this will include several external panel members who will read your application). You may withdraw your consent to the retention of the information relating to your application at any point by sending an email to

The pass mark required for the Arts and Inclusion Opportunities 2023 is 80%. If none of the proposals submitted reach the minimum marks required, we may decide to look at a different way to use this funding.
