This Residency offers an artist/s access to Studio 4 in dlr Baths from September 2024 for 12 months. The Residency allows the space and time to focus on the creation of the artist/s own work while also building relationships with participants from Enable Ireland and St. John of God Dublin South East Services. The Services wish to explore the meaning of friendship today, with the artist/s, as a starting point. This Residency aims to be a positive and joyful one for all involved, a celebration of mutual trust and support, of friendship.
In addition to the Studio the artist/s will receive a monthly fee to support their practice, a materials budget, and a training stipend.
The partners will support this opportunity throughout.
What does this Residency offer?
- Full access to Studio 4 in dlr Baths from September 2024 for 12 months. (Dún Laoghaire-Rathdown County Council will cover the costs associated with providing the Studio including rent and utilities).
- Opportunity to create art with participants from Enable Ireland and St. John of God Dublin South East Services.
- Support from the partners for the duration of this residency, including staff support for sessions with participants.
- A monthly fee in total of €2,000 for the artist/s to support their practice.
- Materials budget to maximum of €5,000.
- A stipend of €1,500 to allocate to training/mentorship to assist the artist to develop their collaborative arts practice and consider how this may impact their work.

What do we expect from you?
- We expect the selected artist/s to be ready to start the Residency in September 2024.
- The selected artist/s are expected to make effective use of the Studio for the Residency period.
- To create an ongoing positive experience throughout the Residency for participants from Enable Ireland and St. John of God Dublin South East Services that is inclusive, welcoming, and engaging.
- To offer opportunities for the wider community to engage with the Residency at key points.
About the Studio
Studio 4 is 42 square metres and is situated on the lower ground floor of the dlr Baths building. It has good natural light with large French doors overlooking Dublin Bay. There are four windows and overhead skylights. There are two large sinks, a bench for material preparation, storage lockers, tables, chairs, and Wi-Fi. The floor is polished concrete with underfloor heating.
The maximum that the room can facilitate is 66 people standing or 21 people seated. It will be available exclusively for the selected artist/s use during the Residency and has independent 24-hour access.
There is a changing place toilet on the café level of dlr Baths.
There is an accessible toilet on the same floor as Studio 4.
There is a tea station for use by studio artists.
There are three other artist studios on the same floor as Studio 4.
The Happy Out Café occupies the top floor, the artist studios are the floor below. Artists are advised to attend the on-site briefing or drop into the building at another time to consider the level of noise a busy open plan coffee shop makes. This noise can be heard on the floor below, so may impact your use of the space. While the studios have 24-hour access this is to facilitate the work schedule of the selected artists only. Artists are not permitted to live or sleep onsite overnight or invite others into the building outside its normal operating times, which changes with the season, but is currently open 7 days a week from:
7am – 5pm, Sunday – Wednesday
7am – 10pm, Thursday – Saturday
Artists must agree to follow the Health and Safety Policy of Dún Laoghaire Baths and work with Council staff, our Facility Management Company, and Coffee Shop operator to ensure the safety of artists, building staff and visitors alike. Please note insurance requirements later in the brief.
Council Staff and Facilities Management contractors will have access to your studio to clean and maintain essential equipment. Every effort is made to keep this distribution to a minimum.

A statement that gives us a sense of your overall ideas and starting point for your time in Studio 4. Please give us details about how what you intend to use the Residency, and what being awarded this opportunity mean for your career. We would like also to get a sense of what participants from Enable Ireland and St. John of God Dublin East Services may expect to experience by working with you. Please also outline what medium/artform(s) you plan to work in and any other artists/professionals that will be working with you.
A budget. Please include an initial materials budget. Please list the costs of any resources that you may need (for example materials or equipment hire). We understand that you will not yet know exactly what you need before starting your Residency, however, we need to see that you have thought about how you plan to use this opportunity.
Examples of previous work. We would like to understand more about your work. You can help us by adding photographs, audio files, written texts or other examples that help us get a sense of your work. Please include examples of work where you have collaborated with people to create art.

How will we select the successful artist/s?
Representatives from the partners, Arts Office and an artist will sit on the selection panel.
We will use these criteria and marks:
- Demonstrated track record and experience. (This is marked by assessing your C.V and examples of previous work). (45/100)
- Quality of proposal. (This will be marked by assessing your statement and budget outline). (40/100).
- Evidence of working creating art with people. (This is marked by assessing your C.V and examples of previous work) (15/100)
About the Partners
St. John of God Dublin South East Services
St. John of God Dublin South East Services support adults with intellectual disabilities. Many of our service users have a strong interest in art and developing their creative skills. Our service users have different levels of communication. Staff will support the artist/s when working with participants. Our service users have different support needs, ranging from lower to higher supports. Staff will be working with the artist/s and participants during the Residency. We hope to have sessions in partnership with Enable Ireland to support socialisation and friendship building.

Enable Ireland Adult Services
We work in partnership with our Service Owners and support them to achieve maximum independence, choice, and inclusion in their community in accordance with their wishes and goals. We hope that our Service Owners who have an interest in arts will have an opportunity to work in creative sessions with St. John of God to build friendships while having the opportunity to explore and build on their creative artistic side.
While our Service Owners have chiefly a physical disability, some may experience emotional or intellectual challenges. We would anticipate that there would be various sessions during the week that people can be matched to suitable groups. Our Service owners will have staff support when attending sessions. This residency will be hugely beneficial to our Service Owners who value being part of the community and feeling part of a project.

Safeguarding
Full Garda Clearance will be required for this residency. It is a legal requirement that everybody working with children, young people and vulnerable people are subject to Garda Vetting.
Payments
The selected artist/s will be paid via the payroll system. They will not become employees of Dún Laoghaire-Rathdown County Council and are treated as employees solely for taxation purposes. Standard deductions will apply.
Freedom of Information
The Freedom of Information Act 2014 applies to Dún Laoghaire-Rathdown County Council. This Act gives people the right to request information held by public authorities and the right to have personal information held about them corrected or updated where the information is incomplete, incorrect, or misleading.
If you feel that any of the information you submit as part of your application is confidential or sensitive, you should let DLR Arts Office know. You must clearly state why you think the information is confidential or commercially sensitive, and why it should not be released as part of a request for information under the Freedom of Information Act 2014.
General Data Protection Regulation (GDPR)
Data protection laws mean that your personal data should only be stored where there is a lawful basis, such as your consent, or where there is a legal obligation. Any information you provide for this application will be held for one year from the date you submit it and will only remain in the ownership of Dún Laoghaire-Rathdown County Council Arts Office. We will only use the information you give in your application to administer and manage this opportunity, and selection process (this will include several external panel members who will read/view your application). You may withdraw your consent to the retention of the information relating to your application at any point by sending an email to arts@dlrcoco.ie
Insurance
The artist agrees to keep the Council fully indemnified against all claims that may arise and be caused in respect of any damage, loss or injury of any kind or nature. Whether arising directly or indirectly from the provision by them of workshops, or any other services or activities during this commission. The artist will be required to provide evidence of Public Liability insurance which indemnifies Dún Laoghaire-Rathdown County Council with a limit of indemnity of €6.5 million.
If the artist engages others, they must also have Employer’s Liability Insurance of €13 million in place which indemnifies Dún Laoghaire-Rathdown County Council. It is also their responsibility to ensure that collaborating artists, mentors etc. engaged by them, have Public Liability cover of €6.5 million which indemnifies both Dún Laoghaire-Rathdown County Council and the lead artist.
The pass mark required for this Residency is 80%. If none of the proposals submitted reach the minimum marks required, we may decide to look at a different way to use this funding.
