About this Commission
Cruinniú na nÓg is the National Day of Creativity for children and young people in Ireland, developed by Creative Ireland. To celebrate Cruinniú na nÓg 2025 Dún Laoghaire-Rathdown County Council has partnered with Dún Laoghaire-Rathdown Children and Young People’s Services Committee, the My Project and Springboard Family Support Services to offer an artist/s a commission to create new work for Cruinniú na nÓg 2025. This opportunity is funded by Creative Ireland and supported by the partners.
This commission is to support the development of new artwork for children to experience. The work will be created with children and staff from ‘My Project’ and ‘Springboard’ (details about these family support services is below). The children, aged seven to ten, and support staff will work with the selected artist/s to develop the commission from early November 2024 to May 2025. The outcome or process will include a local event for the wider families/communities of the participating children to celebrate their creativity. The commission will then end in an opportunity for children in the County to enjoy as part of Cruinniú na nÓg in June 2025 (date to be confirmed); this may take place in a community centre, library or other suitable setting in the County with support from the Local Authority to achieve this.
What do I get if I am successful?
€23,000 is the value of the commission. This will cover all fees, materials, and any production costs. This fee also needs to cover the costs of the experience/event taking place as part of Cruinniú na nÓg in June 2025.
What do we expect from you?
· We expect the selected artist/s to begin work with the children and project workers in early November 2024.
· To create new artwork that is informed by the work with children and staff from My Project and Springboard Family Support Services.
· To be available for Cruinniú na nÓg in June 2025 to deliver an outcome to other children from the County.

What do I need to apply?
· C.V. Please outline your experience in creating art for and with children. If you intend to work with other artists, we will also need their C.V/s.
· A proposal that gives us a sense of your overall ideas and starting point. Please give us details about how you will engage with the children and staff. We would like to get a sense of what the children will experience and how you will involve them in this process. Please also outline what medium/artform(s) you plan to work in and any other artists/professionals that will be working with you.
· A budget. Please include a budget that breaks down what fee you will pay yourself for this commission. Please also include fees for other artists/professionals that you may wish to work with. Please list the costs of any resources that you may need (for example materials or equipment hire). We understand that you will not yet know what new art will be created as part of this commission and that will be hard to cost. However, we need to see that you will have left adequate budget for this to happen so please insert an estimated figure for this.
· Examples of previous work. We would like to understand more about your work with children in the past. You can help us by adding photographs, audio files, written texts or other examples that help us get a sense of your work.
· The names and contact details of two referees that are familiar with your work with children.

About My Project.
My Project is a community based, family support service, based in Monkstown Farm, Dún Laoghaire. We support families living in Dún Laoghaire, Sallynoggin, Monkstown, Mounttown, Blackrock, Killiney, Glenageary, Glasthule / Sandycove and Stillorgan. Focussing on the individual needs of the family, we offer supports through oneto-one and group programmes at My Project, in schools and in the wider community. We are funded by Tusla, Child & Family Agency and by the HSE, through the DLR Drugs & Alcohol Task Force.
About Springboard Family Support Services
Springboard is a community-based Family Support Service that aims to support families in the home, school and community in Ballybrack, Loughlinstown and Shankill. We recognise that parents want the best for their children and the task of parenting is not always easy. Springboard offers a range of supports for children and families through individual and group work. Springboard has been a part of this community since 2001. About Dún Laoghaire-Rathdown Children and Young People’s Services Committee
CYPSC (Children and Young People’s Services Committee) are responsible for securing better outcomes for children and young people in their area through more effective integration of existing services and interventions. CYPSC are a key structure identified by Government to plan and co-ordinate services for children and young people in every county in Ireland. Their age remit spans all children and young people aged from 0 to 24 years. The purpose of the CYPSC is to ensure effective interagency co-ordination and collaboration to achieve the best outcomes for all children and young people in their area.

· We are open to applications from artists who work together. We understand that children experience art with all their senses and that artists from different disciplines may wish to work together on this commission.
· We welcome artists who represent the diversity of Irish society. We encourage applications from all areas of the community regardless of your gender, sexual orientation, civil or family status, religion, age, disability, race or membership of the Traveller Community, or socio-economic background.
How will we select the two successful artists?
Representatives from the partners will sit on the selection panel.

· Demonstrated experience of working with children.
(This is marked by assessing your C.V and examples of previous work). (60/100)
· Quality of proposal. (This will be marked by assessing your proposal and budget). (40/100)
Child Safeguarding
Full Garda Clearance will be required for this commission. It is a legal requirement that everybody working with children, young people and vulnerable people are subject to Garda Vetting.
Freedom of Information
The Freedom of Information Act 2014 applies to Dún Laoghaire-Rathdown County Council. This Act gives people the right to request information held by public authorities and the right to have personal information held about them corrected or updated where the information is incomplete, incorrect, or misleading.
If you feel that any of the information you submit as part of your application is confidential or sensitive, you should let dlr Arts Office know. You must clearly state why you think the information is confidential or commercially sensitive, and why it should not be released as part of a request for information under the Freedom of Information Act 2014.
General Data Protection Regulation (GDPR)
Data protection laws mean that your personal data should only be stored where there is a lawful basis, such as your consent, or where there is a legal obligation. Any information you provide for this application will be held for one year from the date you submit it and will only remain in the ownership of Dún Laoghaire-Rathdown County Council Arts Office. We will only use the information you give in your application to administer and manage the Cruinniú na nÓg Commission, and selection process (this will include several external panel members who will read your application). You may withdraw your consent to the retention of the information relating to your application at any point by sending an email to arts@dlrcoco.ie
Green Procurement
Green Procurement is the purchasing of products and services that cause minimal adverse environmental impacts. The selected artist/s will be required (with support from dlr Arts Office) to outline ways in which environmental impact will be reduced through this project. This could include the materials selected, using active travel, renewable energy etc. and will be determined by the artform and the process proposed.
Insurance
The artist agrees to keep the Council fully indemnified against all claims that may arise and be caused in respect of any damage, loss or injury of any kind or nature. Whether arising directly or indirectly from the provision by them of workshops, or any other services or activities during this commission. The artist will be required to provide evidence of Public Liability insurance which indemnifies Dún Laoghaire-Rathdown County Council with a limit of indemnity of €6.5 million.
If the artist engages others, they must also have Employer’s Liability Insurance of €13 million in place which indemnifies Dún Laoghaire-Rathdown County Council. It is also their responsibility to ensure that collaborating artists, mentors etc. engaged by them, have Public Liability cover of €6.5 million which indemnifies both Dún Laoghaire-Rathdown County Council and the lead artist.
The pass mark required for this Commission is 80%. If none of the proposals submitted reach the minimum marks required, we may decide to look at a different way to use this funding.
